Questar III BOCES is seeking a full-time Director of Student Support Services to provide  leadership, vision, and direction of the Questar III Exceptional and Early Learning Programs, including related and itinerant services, work-based learning and school counseling.

In this role you will provide direct supervision of special education and early learning administrators and support staff; indirectly supervise all other special education and early learning staff.  You will also participate in the Questar III Administrative Leadership Team efforts to understand and ensure compliance of NYS Special Education regulations, state and federal laws, and policies, and be able to communicate this information to all stakeholders. You will also oversee the activities of the special education intake committee and student program placement, while ensuring continuous communication with component and non-component school districts regarding placements and programs. In this role you will also supervise the collection, maintenance and distribution of school records for students who attend Questar III special education and early learning programs, including distribution of quarterly report cards, IEP progress reports, transcripts and all other student records. Authorized to act on matters as determined by Board of Education policy and as delegated by the District Superintendent and Assistant Superintendent of Exceptional and Early Learning. This role reports to the Assistant Superintendent of Exceptional and Early Learning on all matters relating to operations in the division.

Responsibilities:

  • Supervise the scheduling of annual reviews for Questar III special education students.

  • Complete APPR observations of principals and related service providers as assigned. The incumbent may act as an independent evaluator for instructional program staff as needed.

  • Assist in the development and coordination of monthly component district CSE Directors’ meetings.

  • Coordinate and administer all areas of special education and early learning for the successful operation of the departments, including leadership, supervision, and professional development of staff.

  • Assist and participate in principal meetings.

  • Participate in the development and administration of the special education department budget to support Questar III programs and services, and ensure resources are used efficiently and effectively.

  • Develop, oversee, and manage the Universal and Targeted Pre-K programs' operations and budgets and ensure resources are managed efficiently and effectively.

  • Coordinate a successful Extended School Year program including the development and management of the budget.

  • Assist the Assistant Superintendent for Exceptional and Early Learning Programs with the acquisition of materials, supplies and equipment to support programs and services as part of the budget management process.

  • Assist the Assistant Superintendent of Exceptional and Early Learning to design, adapt and implement department procedures to ensure successful delivery of programs, ensure compliance and improve services to students.

  • Work closely with the Assistant Superintendent for Exceptional and Early Learning Programs and with principals to develop a successful curriculum, incorporating high expectations, literacy, and the promotion of student learning for all students.

  • Ensure maintenance of student records for accurate district billing in areas of responsibility.

  • Assist in the recruitment of personnel in coordination with the Assistant Superintendent for Exceptional and Early Learning Programs and Human Resources.

  • Work closely with the Assistant Superintendent for Exceptional and Early Learning Programs to ensure that there are effective communications and strong collaborative working relationships within the instructional programs, as well as with school districts, including special education and other district personnel, and parents or guardians of special education and prekindergarten students; NYSED and other regional / local agencies.

  • Lead, support, assist, plan and deliver professional development for special education and early learning staff that will ensure that staff can meet the differentiated instructional needs of all learners.

  • Work closely with the Assistant Superintendent for Exceptional and Early Learning Programs to ensure the effective and efficient operations of all special education and early learning classes within Rensselaer, Columbia, and Greene counties.

  • Oversee and construct Targeted Pre-K Grant and any associated NYSED reports.

  • Perform other duties as assigned by the Assistant Superintendent of Exceptional and Early Learning.

About the Job

Questar III BOCES has a full-time 12-month Accountant position available located at our Central Office in Castleton, NY. The ideal candidate will assist the Business Office team in managing all financial accounting functions of the BOCES business operation, within the general fund, special aid fund, trust and agency fund, capital fund, and other accounts of the organization. Duties include preparing financial reports, bank reconciliations, cash receipts, journal entries, grants reporting, billing, assisting with year end audits and other tasks as assigned by the Business Manager.  

Responsibilities:

  • Performs general accounting and other related duties for the organization.
  • Maintains the general ledger.

  • Codes invoices, sets up new accounts, reconciles accounts, and closes the monthly books.

  • Reconciles monthly bank accounts and accounts receivable collections.

  • Provides outside auditors with assistance; gathers necessary account information and documents to perform annual audit.

  • Grant’s Reporting to various State and Federal Agencies.

  • Maintains knowledge of acceptable accounting practices and procedures.

  • Performs other related duties as assigned.

Required Skills/Abilities:

State Aid Planning Operations Manager

Questar III BOCES has a vacancy for a full-time State Aid Planning Operations Manager located at our central office in Castleton, NY.  This position is responsible for supporting and assisting the State Planning office with daily communications, customer service, maintaining school district data, and workshop/conference coordination.  Other duties as assigned by the supervisor.   Qualified applicants must meet Columbia County Civil Service minimum qualifications and residency requirements.

Questar III BOCES announces a full-time vacancy for a Computer Services Specialist I to support Questar III and component school districts. This position provides technical support in coordinating the purchase, installation, configuration, and maintenance of computer-related hardware, software, and associated peripherals (e.g., phone systems, printers, copiers, scanners, etc.).

  • Provides end-user training to employees on workstation-related applications (e.g., MS Office), employer-provided technologies (e.g., email, calendaring & scheduling, VPN Remote access, wireless, etc.) and related employer usage guidelines, policies & or procedures

Questar III BOCES announces an exciting opportunity for a per diem Leadership Coach in our agency. This position will work with a variety of stakeholders and be responsible for the research, review, and preparation of grant proposals for funding to support our work. The Leadership Coach (K-12 Education) is responsible for providing coaching, mentorship, and professional development to school and district leaders. Questar III BOCES is seeking a full-time Communications Specialist (Civil Service title: Public Information Specialist) to provide onsite support to school districts in Rensselaer, Columbia, and/or Greene Counties. This position is responsible for internal and external communications with an emphasis on writing press releases, social media posts, web content creation (photography and video), writing newsletters, recording and editing a podcast, and more. Since this role is responsible for writing the majority of the content that is sent to parents, staff and the media, writing is a key component, and as a result, we are seeking a detail-oriented communicator who can comfortably craft, report, edit, and engage with the community. The ideal candidate can comfortably interact with staff, students, and leadership in person, and deliver content that is relevant and concise for our larger audience at hand.

Responsibilities:

  • Develops and maintains a positive public image for the organization through public-facing communications and/or executes written content strategies to release information on the organization.

Job Description

Questar III BOCES is seeking an experienced, dynamic individual to fill the position of Dual Language Program Support Specialist, Capital District Regional Bilingual Education Resource Network (CD RBERN). CD RBERN at Questar III serves several counties in northeastern New York, providing technical assistance and professional development to districts/schools in order to improve instructional practices and educational outcomes of students who are English Language Learners (ELLs). The RBERN is funded through a contract awarded by the New York State Education Department (NYSED).

Responsibilities:

  • Coaching and modeling best practices for Dual Language and ENL teachers
  • Presenting and training on national trends, guiding principles and best practices in Dual Language program development

Questar III BOCES has an immediate opening for the Director of Health and Safety at our Central Office Location. This position is responsible for the oversight of the Health and Safety Service which provides a multitude of safety services to the BOCES and school districts both inside and outside of our regions.

Duties/ Responsibilities:

  • Maintains a comprehensive health, safety, and risk management program for the BOCES and schools in compliance with Federal, State and local regulations.
  • Extensive knowledge of NYS Fire Code and prevention; NYS Education Department regulations, including current school safety standards and best practices ; hazardous materials management; related environmental regulations; workplace hazards and mitigation strategies; accident investigation; OSHA safety standards and related plans
  • Acts as the liaison with Federal, State, local and private agencies on health and safety matters
  • Establishes cooperative working relationships with participating school districts and other agencies
  • Ensures compliance with federal, state, and local safety laws, regulations, codes, and rules
  • Ability to develop and conduct health and safety procedure training programs

Education Finance Analyst

Questar III BOCES is seeking a dedicated Education Finance Analyst to join our team. This position is responsible for providing Special Education Aid support to client school districts and the BOCES.

Key responsibilities include:

•           Serving as the frontline resource to client school districts and BOCES for questions and technical requests related to the STAC (System to Track and Account for Children) process, Excess Cost Aid, and Claiming State Aid for Students with Disabilities.

•           Assisting with the coordination and development of presentations, training sessions, and meetings, including scheduling and creating presentation materials using spreadsheets, databases, and presentation software.

•           Supporting and maintaining the Special Education Aid Assistance Service client contact database and special education listserv.

•           Preparing related reports as necessary.

Qualifications:

•           Strong proficiency in using spreadsheets, databases, and presentation software.

•           Excellent communication and organizational skills, with an emphasis on customer service

•           Ability to work collaboratively with various stakeholders

Bachelor’s degree in business management or education preferred. Associate's degree and one year of work experience within data management systems, spreadsheet applications, or Special Education software.
