The Human Resource Generalist/Trainee is an entry-level position within the Human Resources Department, ideal for recent graduates or individuals starting their career in Human Resources, Benefits and Compensation. This role provides foundational experience in HR support, focusing on daily administrative functions of the Human Resource (HR) department:

 

  • Schedules and organizes appointments; takes minutes during departmental meetings.

  • Receives and distributes office mail and emails from the general mailbox

  • Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments. This may include safety training, anti-harassment training, professional licensure, and aptitude exams and certifications.

  • Assists in recruiting, interviews, and facilitates the hiring of qualified job applicants for open positions; collaborates with departmental managers to understand skills and competencies required for openings.

Reporting into The Chief School Improvement Officer, The Executive Director of the Capital District Regional Bilingual Education Resource Network (RBERN) provides visionary and strategic leadership to support the academic success of English Language Learners (ELLs) and Multilingual Learners (MLs) across the 8-BOCES region in Northeastern NYS. The Executive Director oversees the planning, development, and implementation of technical assistance, professional development, and resources aligned with NYSED policy and regulations. The Executive Director also works collaboratively with districts, schools, community stakeholders, and the New York State Education Department Office of Bilingual Education and World Languages and the Statewide Regional Bilingual Education Resource Network to ensure equitable and culturally responsive education for ELLs/MLs. This position is funded by a contract by the NYSED. contract funding for 7/1/2025 – 6/30/2030 is currently under review

 

Responsibilities

 

  • Lead and manage all RBERN operations, services, and personnel as they provide service to the region.

 

  • Develop and implement an annual regional action plan aligned with NYSED Office of Bilingual Education and World Languages (OBEWL) goals.

 

  • Provide high-quality technical assistance and consultation to districts and schools on ELL/ML instruction, compliance, CEEP planning, and the latest technologies as applicable to ELLs and MLs education and ENL programming.

 

  • Design and deliver professional development on bilingual education, ENL, culturally responsive practices, the Culturally Responsive Sustainable Education Framework, technology integration, and federal/state mandates.

 

  • Analyze data to inform regional trends, needs, and priorities related to ELL/ML student outcomes.

 

  • Collaborate with school leaders, educators, the BOCES school improvement team, and community organizations to support effective programming for ELLs/MLs.

 

  • Ensure compliance with state and federal regulations (e.g., Part 154, ESSA) and support districts in audits and monitoring processes.

 

  • Supervise RBERN staff, including specialists, translators, and consultants.

 

  • Maintain effective communication and partnership with NYSED OBEWL and other RBERNs statewide.

 

  • Advocate for linguistic and cultural equity across all levels of the educational systems in the catchment area.

 

  • Oversee and manage the RBERN contract budget and ensure that all state requirements are met.

 

  • Conduct annual performance evaluations of all RBERN staff. 

 

  • Travel to meet contract deliverables in the catchment area.

 

Required Qualifications:


 

Master’s degree or above in the field of Education, TESOL, Bilingual Education, Educational Leadership, or related field

 

NYS certification as an Administration: School District Leader (S.B.L., S.D.L., S.A.S., and S.D.A.) OR its equivalent and valid NYS certification as a teacher of ELLs (teaching certificate in English to Speakers of Other Languages (ESOL), Grades K-12 or its equivalent, OR  one or more Bilingual Extension Certificates in different languages.,

 

Minimum of 5 years of experience in educational leadership, including bilingual education and  ENL education, and a minimum of three years of teaching experience.

Deep knowledge of Commissioner’s Regulations (CR)  Part 154 regulations, CR Part 100, and federal ESSA requirements.

 

Preferred Qualifications:

 

  • Knowledge and proficiency in a language other than English is preferred.

 

  • Experience working in diverse educational in P-20 settings

 

  • Familiarity with regional needs and strengths related to ELL/ML populations.

As a School Library Systems Specialist, you will be covering a leave of absence while being a part of a dedicated and dynamic team that supports area school districts with their school library automation system. Your day will be busy supporting participating school districts within our school library system, which includes maintaining and updating school library catalog records, importing patron user information, providing technical support, and building reports for our school libraries.

Questar III BOCES has a vacancy for a full-time State Aid Planning Operations Manager located at our central office in Castleton, NY. This position is responsible for providing support services that assist State Aid Analysts in the day-to-day activities to disseminate information on existing and proposed state aid to school districts. The ideal candidate will be comfortable in assisting the State Planning office with daily communications, customer service, maintaining school district data, and workshop coordination. Other duties as assigned by the supervisor. Qualified applicants must meet Columbia County Civil Service minimum qualifications and residency requirements.

Responsibilities:

  • Serve as a front-line resource to client school districts and BOCES to answer basic questions and requests related to the operations of state aid and financial services via telephone and email
  • Coordinate and oversee aspects of presentations/workshop delivery including, but not limited to, scheduling and duplication of presentation materials
  • Responsible for organizing overnight accommodations, conference scheduling and ensuring planners have materials needed for district/BOCES meetings or conferences

Job Summary:

Questar III BOCES announces an exciting opportunity for a per diem Leadership Coach in our agency. This position will work with a variety of stakeholders and be responsible for the research, review, and preparation of grant proposals for funding to support our work. The Leadership Coach (K-12 Education) is responsible for providing coaching, mentorship, and professional development to school and district leaders. This role aims to enhance leadership capacity, improve instructional practices, and support school improvement efforts. The Leadership Coach works closely with principals, assistant principals, and other educational leaders to foster a culture of continuous growth and excellence in K-12 schools.

Key Responsibilities:

  • Provide one-on-one and group coaching to school leaders to enhance their leadership skills and instructional effectiveness.

Questar III BOCES has an immediate opening for the Director of Health and Safety at our Central Office Location. This position is responsible for the oversight of the Health and Safety Service which provides a multitude of safety services to the BOCES and school districts both inside and outside of our regions.

Duties/ Responsibilities:

  • Maintains a comprehensive health, safety, and risk management program for the BOCES and schools in compliance with Federal, State and local regulations.
  • Extensive knowledge of NYS Fire Code and prevention; NYS Education Department regulations, including current school safety standards and best practices ; hazardous materials management; related environmental regulations; workplace hazards and mitigation strategies; accident investigation; OSHA safety standards and related plans
  • Acts as the liaison with Federal, State, local and private agencies on health and safety matters
  • Establishes cooperative working relationships with participating school districts and other agencies
  • Ensures compliance with federal, state, and local safety laws, regulations, codes, and rules

This position plays a key role in supporting the operation of the PR/HYLI program, contributing to its overall success.

The Angelo Del Toro Puerto Rican/Hispanic Youth Leadership Institute (PR/HYLI) is a dynamic partnership with the NYS Assembly Puerto Rican/Hispanic Task Force, SOMOS, Inc., the Office of Bilingual Education and World Languages, the New York State Education Department, New York City Public Schools, and other agencies. The goal of the PR/HYLI program is to empower students and foster the next generation of young leaders. Questar III BOCES has a full-time 12-month Accountant position available located at our Central Office in Castleton, NY. The ideal candidate will assist the Business Office team in managing all financial accounting functions of the BOCES business operation, within the general fund, special aid fund, trust and agency fund, capital fund, and other accounts of the organization. Duties include preparing financial reports, bank reconciliations, cash receipts, journal entries, grants reporting, billing, assisting with year end audits and other tasks as assigned by the Business Manager.  

Responsibilities:

  • Performs general accounting and other related duties for the organization.
  • Maintains the general ledger.

  • Codes invoices, sets up new accounts, reconciles accounts, and closes the monthly books.

  • Reconciles monthly bank accounts and accounts receivable collections.

  • Provides outside auditors with assistance; gathers necessary account information and documents to perform annual audit.

  • Grant’s Reporting to various State and Federal Agencies.

Questar III BOCES is seeking a State Aid Planning Specialist that will support nearly all school districts and BOCES throughout New York State. The ideal candidate will have the expertise to provide a broad range of services and function with little oversight.  These functions include providing assistance to public school districts on all aspects involved in claiming state aid, projecting aid revenues and other school business operations.  This position will  work with and assist school districts in reviewing state aid and reporting systems for special education, transportation, building projects, and budget planning and reporting.  Other functions include reviewing and analyzing legislation and regulations affecting elementary and secondary education; design and present workshops on related topics; develop written materials for distribution to school administrators and educational organizations; and provide ongoing technical assistance for school district personnel.  In addition, this position will  have a formal role in the oversight and coordination and supervision of internal program administration, office activities and service delivery.  The SAP Associate Specialist II would be involved in highly specialized projects, management of office activities, oversight of operations and procedures, strategic planning, personnel recruitment and retention, marketing and client relations, and serve as a representative to outside professional groups and organizations.

Responsibilities

  • Plan and implement programs and support activities at the local and state level to increase school leaders’ knowledge and understanding of State Aid and Financial Planning and other School Business Office Functions.

 

 

  • Carry out tasks required to analyze the impact of current and proposed aid concepts and develop workshops and program presentations to share this information with school district leadership.
  • Work closely with school districts on-site and remotely to ensure participating districts have a clear understanding of aid concepts and the specific impact of these concepts on their school district.
  • Develop and implement management system reviews relative to school finance for school districts.
  • Disseminate information through conferences, workshops, and webinars in a timely fashion.
  • Keep up to date on new legislation affecting education in the areas of State Aid, Finance and other education related issues.
  • Analyze, summarize, and interpret other financial, personnel, and management information as defined by the Team Leader, State Aid and Financial Planning in the areas of school district budget and financial information for accuracy and consistency.
  • Utilize technology to calculate, communicate, and report information on state aid and school finance.
  • Participate in the coordination within State Aid and Financial Planning and School Business Office support in the analysis of school district budgets or finance-related problems; prepare reports as necessary.
  • Develop reports and position papers in the areas of school finance, including the legislative process and pertinent political and educational issues and is well-versed on these theories and issues.
  • Assist school districts in the development of comparative budget analysis.
  • Participate in the Annual Service Review for State Aid and Financial Planning, making program recommendations.
  • Assist in the verification of component district tax rates.
  • To represent the organization upon supervisor’s request at local, regional and statewide activities as they relate to the areas of responsibility.

Questar III BOCES is seeking a dedicated Education Finance Analyst to join our team. This position is responsible for providing Special Education Aid support to client school districts and the BOCES.

Responsibilities

  • Serving as the frontline resource to client school districts and BOCES for questions and technical requests related to the STAC (System to Track and Account for Children) process, Excess Cost Aid, and Claiming State Aid for Students with Disabilities.

  • Assisting with the coordination and development of presentations, training sessions, and meetings, including scheduling and creating presentation materials using spreadsheets, databases, and presentation software.

  • Supporting and maintaining the Special Education Aid Assistance Service client contact database and special education listserv.

  • Preparing related reports as necessary.

Qualifications:

  • Strong proficiency in using spreadsheets, databases, and presentation software.

  • Excellent communication and organizational skills, with an emphasis on customer service

  • Ability to work collaboratively with various stakeholders

  • Bachelor’s degree in business management or education preferred OR Associate's degree and one year of work experience within data management systems, spreadsheet applications, or Special Education software. 

  • Candidates with a high school diploma and three years of work experience working within data management systems may also be considered. 

  • Preferred candidates will have a working understanding of the Special Education and STAC process and possess strong communication skills.

 

$50,000-$55,000
