About the Job
1.0 - Questar III BOCES is seeking an innovative leader for the position of Assistant Superintendent for Career and Technical Education (CTE), Innovative High Schools, and Adult Education. The Assistant Superintendent will provide forward thinking and innovative administrative oversight and leadership while overseeing vision in the ongoing planning, implementation, and evaluation of these programs while closely monitoring student outcomes and accountability of our programs. 1.2 The Assistant Superintendent is a full-time 12-month administrative position within the senior management leadership team reporting to the District Superintendent. This position assists the District Superintendent in providing leadership in the areas of CTE, Innovative High Schools, and Adult Education in accordance with the Questar III Board Goals and Questar III Organizational Priorities aligned with our Mission, Vision, and The Leading Edge.
1.3 The position is involved with the intake process and the annual technical endorsement assessment process. This role will also oversee the CTE Program Approval and Re-Approval process while simultaneously involved in CTE program development, growth and maintenance of program rigor and quality. It will oversee the Perkins Grant process and work in collaboration with Central Administration and the Career and Technical Education statewide leadership team. The position will conduct staff observations as well.
1.4 This position requires New York State SDL administrative certification and demonstrated successful experience working with CTE programs, High School programs leading to various career pathways, and adult education. Preferred applicants will have three or more years of administrative experience.
2.0 Responsibilities
2.1 Oversee the NYSED CTE program approval process, which includes facilitation of internal self-study, the external study, collection, and preparation of all necessary documentation to be submitted to NYSED.
2.2 Work closely with the CTE Coordinator and facilitate articulation agreements between the CTE programs and post secondary institutions.
2.3 Work closely with the CTE Coordinator to oversee the implementation of the external review process, which consists of assembling an external review team of component school staff, business and industry representatives and post-secondary school faculty and staff.
2.4 Work closely with the CTE Coordinator to oversee the administration of the annual technical endorsement assessments in all CTE programs. Collect data and distribute results regarding technical endorsement assessments to all component school districts, including follow-up surveys and data collection of all CTE and Career Studies students, graduates, and non-completers after technical endorsement assessment completion.
2.5 Provide instructional and curriculum support for CTE, Innovative High Schools, and Adult Education programs to implement best practices working closely with the School Improvement Department.
2.6 Represent Questar III in regional CTE functions and other regional and state level CTE activities as appropriate.
2.7 Collaborate with the Special Education Department to align and coordinate CTE/Career Studies programs for special education students placed by districts in Questar programs.
2.8 Assist with interviewing and selection of new teachers and participate in mentoring committee and onboarding activities for these new staff as appropriate.
2.9 Provide recommendations for the purchase of new instructional materials including textbooks, supplemental resources, educational software and web-based tools.
3.0 Authority
3.1 Authorized to represent Questar III to school districts, regional agencies, and representatives of the State Education Department and the public in matters pertaining to specifically defined areas of responsibility.
3.2 Lead the development of a comprehensive program of professional development for all instructional and non-instructional staff.
3.3 Develop and implement an effective BOCES-wide process for curriculum review and development to ensure horizontal and vertical alignment consistent with best practices; maintain compliance with all state/federal requirements, board of education policy and any applicable terms and conditions of existing employment contracts related to curriculum development.
3.4 Design and implement an effective shared decision-making process to ensure stakeholder investment in any proposed curricular, instructional or assessment practices.
3.5 Design and implement a system for effective use of student data to inform decisions at the BOCES, building and school level.
3.6 Supervise the technical schools’ principals, the innovative high schools’ principals, the adult education director, and the CTE coordinator.
3.7 Plan, develop, implement, and evaluate the curricular and instructional programs of Questar III educational programs in CTE, TVHS, STEM HS, and Adult Education and ensure that all instructional programs are planned and developed to meet the individual needs, interests and abilities of all students enrolled in these programs, and align with the needs of industry and business fields.
3.8 Assist in the development of Questar III policy, administrative regulations, procedures, and processes as they relate to student learning. Work with administrators and teachers to coordinate curricular alignment across Questar III technical programs.
3.9 Coordinate meetings with Assistant Superintendent for Exceptional and Early Learning and with Principals to ensure consistency of curriculum implementation and to determine support needs of teachers.
4.0 Reporting Responsibilities
4.1 Reports to the District Superintendent and will meet regularly to provide progress reports in each area of responsibility, to address policy issues, to plan activities within areas of responsibility, and to offer recommendations that will promote the effective and efficient delivery of CTE, Innovative High Schools (STEM HS and TVHS) and Adult Education.
4.2 Work closely with the CTE Coordinator to oversee the administration of the annual technical endorsement assessments in all CTE programs. Collect data and distribute results regarding technical endorsement assessments to all component school districts, including follow-up surveys and data collection of all CTE and Career Studies students, graduates, and non-completers after technical endorsement assessment completion.
4.3 Oversee the BOCES Perkins grant and other funding related to areas of responsibility and ensure compliance and reporting requirements related to compliance with NYS rules and regulations.
4.4 Continuously improve instructional practices and student outcomes through data analysis, and curriculum development expertise.
4.5 Work closely with the Chief Information Officer and School Improvement Data Analysts to coordinate data analysis that assesses student learning and teacher effectiveness and report regularly to the District Superintendent and the Questar Board. Provide advice and guidance to support the District Superintendent, instructional administrators, and staff.
4.6 Ensure that curriculum is developed and maintained so that revisions are made in alignment with NYS Standards, Frameworks, practices, and latest research.
4.7 Monitor and coordinate regular reviews of current curricula, instruction, and assessment practices to ensure that programs are meeting intended objectives and other accountability measures.
4.8 Participate and assist in budget development for instructional program areas.
4.9 Observe teachers in Questar programs to gather data and provide feedback on instructional practices for the enhancement of effective instruction.
