About the Job

Questar III BOCES is seeking a fulltime, 12-month Director of Facilities II to provide organization-wide leadership for the safe, reliable, compliant, and cost-effective operation of its facilities and assigned sites. 

The Director will plan, organize, and direct custodial, maintenance, repair, grounds, construction-support, clerical, courier, and related building-services functions. The position combines department-level planning and administration with direct operational supervision, a visible presence in buildings, and active resolution of urgent or complex facility concerns. 

The Director supervises the Head Maintenance Worker, construction technicians, building custodians and cleaners, Senior Clerk, couriers, and other assigned Operations and Maintenance personnel. 

Responsibilities 

Direct facilities operations across assigned buildings and sites, establishing consistent service standards, work practices, communication procedures, and accountability. 

Supervise personnel and subordinate supervisors; coordinate assignments, schedules, coverage, training, and performance management.

Maintain regular communication with building leaders and inspect facilities firsthand to identify concerns and ensure timely follow-through. 

Develop and monitor preventive and predictive maintenance programs for buildings, grounds, systems, vehicles, tools, and equipment. 

Administer the work-order process, including prioritization, assignment, status updates, completion verification, and backlog management. 

Coordinate seasonal operations, including heating and cooling transitions, grounds care, snow and ice response, summer maintenance, and support for programs and special events. 

Oversee maintenance and repair work performed by employees and contractors, assigning work requiring specialized credentials to appropriately qualified personnel. 

Develop short and long range facility maintenance, renewal, and capital recommendations based on safety, program needs, compliance, building conditions, and cost. 

Coordinate required facility inspections, testing, corrective actions, records, and submissions to NYSED and other authorities. 

Collaborate with leadership, the Business Office, building administrators, architects, engineers, and construction managers on project scope, budgets, schedules, and operational requirements. 

Provide operational oversight of capital and maintenance projects, including site access, safety, shutdowns, commissioning, staff training, warranties, and project closeout. 

Maintain safety practices and oversee formally assigned environmental health and safety responsibilities in coordination with Questar III Health and Safety staff.

Lead facilities emergency preparedness and response, maintain emergency contacts and procedures, and ensure qualified response to urgent conditions at any hour. 

Participate in recruitment, onboarding, staff development, and employee-relations matters in coordination with Human Resources. 

Develop and administer budget recommendations; monitor expenditures, overtime, utility use, inventories, and contractor costs. 

Coordinate purchasing and procurement with the Business Office and manage vendors and contracts within delegated authority. 

Maintain accurate facility, asset, project, inspection, training, and operational records and provide timely reports to leadership. 

Use operational data to improve service, maintenance completion, energy performance, asset life, and cost effectiveness.

Coordinate clerical and courier services with broader facilities operations.

Perform related duties consistent with the Director of Facilities II Civil Service title. 

Work Schedule and Conditions: 

This is a full-time, 12-month position requiring frequent travel among sites and availability beyond the normal workday for emergencies, weather events, projects, and other operational needs. 

Work occurs in offices, occupied educational buildings, shops, mechanical spaces, roofs, grounds, and construction areas. The candidate must be able to inspect facilities, move safely through maintenance and construction environments, use required protective equipment, and communicate during emergencies. 

The position may occasionally require demonstrating, assisting with, or performing maintenance, repair, or emergency response activities consistent with the title.

Columbia County Civil Service residency requirements will apply (must be a resident of Albany, Rensselaer, Columbia, Greene, Ulster or Dutchess County at time of hire).
