About the Job

Questar III BOCES is announcing an opening for the Internal Auditor role within our service. The Internal Auditor is responsible for maintaining, checking and auditing budgetary records, and for the preparation of financial reports. Work is performed under direct supervision with moderate leeway allowed for the exercise of independent judgment following professional accounting procedures. Good knowledge of accounting principles, procedures and terminology is required; the ability to interpret laws, rules and regulations pertaining to the preparation of financial reports is also required. 

The position is also responsible for evaluating the reliability and integrity of information generated for financial reporting; reviewing compliance with policies, procedures and state and federal laws and regulations for the purpose of reporting results and making recommendations to management of the schools and the governing Boards; it also participates in process and internal control improvement initiatives; it is expected that the work would be performed with considerable independence of action with wide latitude for the exercise of independent judgment within established policy, subject to final approval by a higher level. Supervision is not a regular responsibility of this position. Performs other related duties as assigned.

Questar III BOCES provides Internal Audit Services to school districts and BOCES throughout New York State, and travel is required for this position. 

Minimum Qualifications:

A. Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in Accounting and less than one year of accounting experience OR,

B. Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in Economics, Finance or Business Administration, or related field with a minimum of 18 semester credit hours in accounting plus 2 years of experience in accounting OR,

C) An equivalent combination of training experience as defined by the limit of (A), (B), above.

Columbia County Civil Service residency requirements will apply (must be a resident of Albany, Rensselaer, Columbia, Greene, Ulster or Dutchess County at time of hire).

About the Job

Questar III BOCES announces a vacancy for a Full Time Career Development and Occupational Studies (CDOS) Teacher. We are seeking a dedicated and visionary CDOS Teacher to lead our transition services program. The primary goal of this position is to help students with disabilities develop the academic, technical, and "soft" skills necessary to earn the CDOS Commencement Credential and transition successfully into the workforce or post-secondary training.

This position will deliver a work-readiness curriculum based on the CDOS standards to Questar III Special Education students.  

This position will collaborate with the Career and Technical Education (CTE) and Special Education Teachers and the Work-Readiness Coordinator to develop work-based learning experiences in and outside the traditional classroom environment. 

This role requires tracking students’ units of study and the number of work-based learning hours. This teacher will also develop, organize and implement learning activities and curriculum that will ensure all students develop the job readiness skills that will allow them to be job-ready. 

Responsibilities

  • Instructional Leadership: Design and deliver specialized instruction in the four CDOS strands: Career Exploration, Integrated Learning, Universal Foundation Skills, and Career Majors.
  • Transition Planning: Work closely with the Committee on Special Education (CSE) to develop meaningful post-secondary goals and transition activities within the IEP (Individualized Education Program).
  • Work-Based Learning (WBL): Coordinate and supervise school-based and community-based work experiences. Ensure all students meet the required 216 hours of CTE coursework and/or work-based learning.
  • Skills Assessment: Maintain rigorous "Career Plan" documents and "Employability Profiles" for each student, tracking progress in professional skills like punctuality, communication, and task completion.
  • Collaboration: Partner with local businesses, vocational rehabilitation agencies (e.g., ACCES-VR), and families to create a support network for student placement.
  • Compliance: Ensure all documentation meets state standards for the CDOS Commencement Credential, including tracking work hours and employer evaluations.

Required Qualifications

  • Certification: Valid State Certification in Special Education (K-12 or 7-12) OR Career and Technical Education (CTE) with a WBL extension.  
  • Knowledge Base: Deep understanding of the CDOS Learning Standards and the requirements for the CDOS Commencement Credential.
  • Experience: Proven track record of working with diverse learners and adapting curriculum for various functional levels.
  • Communication: Strong interpersonal skills for networking with community business partners and explaining complex transition paths to parents.

Preferred candidates will have experience working with Special Education students.

About the Job

The Treasurer – Accounting Specialist works in close partnership with the Business Administrator to maintain the integrity of the BOCES accounting and reporting systems. This role is essential for ensuring fiscal accuracy, safeguarding assets, and maintaining robust operational procedures across the organization’s diverse financial landscape. 

Responsibilities

Multi-Fund Financial Accounting

  • Comprehensive Oversight: Execute financial accounting functions for the General Fund, Special Aid Fund, Trust and Agency Fund, and Capital Fund, ensuring all entries and transfers are accurate and timely.

  • Regulatory Compliance: Maintain accounting practices in strict accordance with the Uniform System of Accounts as mandated by the NYS Department of Audit and Control and the Commissioner of Education.

Cash Management & Treasury Operations

  • Cash Flow & Planning: Manage the organization’s cash functions, including liquidity planning and the execution of investment strategies.

  • Reconciliation: Perform monthly bank reconciliations and verify that all cash accounts align with the general ledger.

Auditing, Reporting & Grants

  • Audit Support: Prepare specialized financial records and reports for the annual independent audit and various state or federal audits.

  • Grant Coordination: Facilitate the reporting process for grants and contracts, ensuring that expenditures are properly tracked and claimed.

  • Budgetary Support: Assist in the development of program budgets, providing historical data and fiscal projections to the Business Administrator.

Regional & Internal Leadership

  • District Support: Assist in developing oversight services and accounting guidance for the local school districts within the Questar III BOCES region.

  • Office Operations: Provide administrative oversight for the Business Office, ensuring standard operating procedures are followed.

  • Special Projects: Execute other tasks as assigned by the Business Administrator to support the evolving needs of the agency.

Authority

The Treasurer – Accounting Specialist is authorized to act on matters within their assigned scope of responsibility. All actions must be conducted within the parameters of:

  • New York State Education and Civil Service Law.

  • Regulations of the Commissioner of Education.

  • Internal BOCES policies and established budgetary constraints.

Reporting Requirements

  • Accountability: Reports directly to the Business Administrator.

  • Communication: Responsible for providing regular status updates on financial goals and immediately flagging concerns related to internal controls or fiscal compliance.

Preferred Credentials: 

Active CPA (Certified Public Accountant) holder, 

OR

Master’s degree in Accounting.

OR

Bachelor’s degree (BA/BS) in Accounting combined with a minimum of 5 years of progressive, hands-on accounting experience in Education/School District System and/or Government

Other Qualifications

  • Technical Knowledge: Deep understanding of fund accounting and the NYS Uniform System of Accounts.

  • Analytical Skills: High proficiency in financial reporting software and data analysis.

  • Integrity: Proven ability to handle sensitive financial data with discretion and a high degree of accuracy.

The Treasurer serves at the pleasure of the Board of Education (BOE). Unlike standard school district treasurers or other Civil Service positions, this role requires the incumbent to reside and be a qualified voter within one of the component districts. Legal residency must be established at least 30 days prior to the official appointment date.
