We seek a dynamic and experienced leader to serve as Assistant Superintendent for District Services. This executive role will oversee district-wide financial services and provide support to the Deputy Superintendent as well as ensuring alignment with Questar III BOCES mission, vision, and values.

Key Responsibilities

Business and Financial Operations

  • Provide strategic leadership for statewide financial services including State Aid, Special Education Aid, Medicaid reimbursement, Internal/Claims Auditing, Asset Management, GASB 75 Actuarial Services, and other core offerings.
  • Develop and manage service budgets, long-term planning, and fiscal compliance.
  • Benchmark, monitor, and improve financial service performance.
  • Ensure services meet or exceed the needs of participating districts and BOCES.

District Services Oversight

  • Support operations in areas including facilities, capital projects, planning, and other shared district services.
  • Oversee consortiums and trusts such as the Rensselaer-Columbia-Greene Workers’ Compensation Consortium and Health Insurance Trust.
  • Identify new business opportunities and design innovative solutions to expand Questar III’s portfolio of services.

Personnel Leadership

  • Supervise, evaluate, and develop financial services staff.
  • Promote professional growth through training, coaching, and professional development.
  • Support recruitment and hiring efforts led by service leaders.

Strategic Planning and Collaboration

  • Conduct annual program reviews and implement improvements to enhance services.
  • Serve as liaison to school districts, BOCES, and NYSED, ensuring responsive support and transparent communication.
  • Actively contribute as a member of the Questar III BOCES leadership team.
  • Collaborate on organizational initiatives, staff meetings, and regional partnerships.

Required Qualifications

  • Certification: NYS School District Business Leader (SDBL) or School Business Administrator (SBA).
  • Experience: 7+ years of successful administrative leadership required.

Skills & Competencies

  • Strong knowledge of school finance, operations, and shared services. Experience as a Certified Public Accountant or Certified Internal Auditor preferred.
  • Demonstrated ability in strategic planning, fiscal management, and data-driven decision-making.
  • Proven leadership in supervising staff and fostering a collaborative culture.
  • Excellent written, verbal, and interpersonal communication skills.
  • Commitment to equity, innovation, and continuous improvement.

Authority and Reporting

The Assistant Superintendent is authorized to act on delegated responsibilities in consultation with the Deputy Superintendent and in accordance with law, Commissioner’s regulations, and Questar III BOCES policies. Reporting includes regular updates to the Deputy Superintendent, as well as periodic reports to the Questar III Board of Cooperative Educational Services (BOCES), participating school districts, and regional/state agencies.

Internal Auditor

About the Job

Questar III BOCES is announcing an opening for the Internal Auditor role within our service. The Internal Auditor is responsible for maintaining, checking and auditing budgetary records, and for the preparation of financial reports. Work is performed under direct supervision with moderate leeway allowed for the exercise of independent judgment following professional accounting procedures. Good knowledge of accounting principles, procedures and terminology is required; the ability to interpret laws, rules and regulations pertaining to the preparation of financial reports is also required. 

The position is also responsible for evaluating the reliability and integrity of information generated for financial reporting; reviewing compliance with policies, procedures and state and federal laws and regulations for the purpose of reporting results and making recommendations to management of the schools and the governing Boards; it also participates in process and internal control improvement initiatives; it is expected that the work would be performed with considerable independence of action with wide latitude for the exercise of independent judgment within established policy, subject to final approval by a higher level. Supervision is not a regular responsibility of this position. Performs other related duties as assigned.

Minimum Qualifications:

A. Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in Accounting and less than one year of accounting experience OR,

B. Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in Economics, Finance or Business Administration, or related field with a minimum of 18 semester credit hours in accounting plus 2 years of experience in accounting OR,

C) An equivalent combination of training experience as defined by the limit of (A), (B), above.

Columbia County Civil Service residency requirements will apply (must be a resident of Albany, Rensselaer, Columbia, Greene, Ulster or Dutchess County at time of hire).

RBERN Resource Specialist

Questar III BOCES is seeking a qualified World Language Specialist to join the RBERN team at the main office in Castleton, NY. 

The World Language Specialist serves as a regional leader in supporting, strengthening, and expanding world language and bilingual education programs across the RBERN service area. This role provides technical assistance, professional development, curriculum guidance, and program support to school districts, educators, and administrators. The ideal candidate brings substantial experience teaching Spanish, demonstrated expertise in world language pedagogy, and a strong background in program coordination and compliance.

Key Responsibilities

Program Support & Technical Assistance

  • Provide direct support to districts in the development, implementation, and evaluation of world language and bilingual education programs.

  • Assist school and district leaders in meeting New York State regulations related to world language instruction, including curriculum standards, proficiency targets, and assessment requirements.

  • Guide districts in designing and improving K–12 world language program pathways, including Spanish and additional languages.

  • Support schools in identifying and adopting research-based instructional practices that promote language proficiency and cultural competency.

Professional Development & Training

  • Design and facilitate high-quality professional development for world language teachers, including workshops, webinars, and coaching sessions.

  • Offer specialized training in Spanish language pedagogy, target-language proficiency development, culturally responsive-sustaining practices, and standards-aligned instruction.

  • Mentor teachers in effective instructional strategies, curriculum planning, assessment design, and use of instructional technology.

Curriculum & Assessment

  • Assist districts in aligning world language curricula with NYS World Language Standards (Checkpoint A, B, C) and ACTFL proficiency standards.

  • Support teachers in developing performance-based assessments and proficiency-oriented instructional units.

  • Review and provide feedback on district world language curriculum documents, program proposals, and improvement plans.

Leadership & Collaboration

  • Serve as a regional resource and liaison between districts, NYSED, and other educational organizations.

  • Collaborate with Regional Bilingual Education Resource Network (RBERN) colleagues to deliver coordinated support for multilingual learners and world language programs.

  • Participate in state and regional committees, working groups, and professional organizations to stay current with policy updates, research, and best practices.

  • Advocate for high-quality world language programs that reflect diversity, equity, and cultural responsiveness.

Data, Compliance & Reporting

  • Support schools in analyzing student performance data to strengthen instructional practices and program effectiveness.
    Provide guidance on accountability requirements, program audits, and state reporting related to world languages and bilingual education.

  • Prepare reports, resources, and materials to support district and state initiatives.

Qualifications

Required

  • Valid teaching certification in World Languages (Spanish or equivalent).
  • Minimum of 5 years of successful experience teaching Spanish at the K–12 level.
  • Demonstrated knowledge of world language instruction, proficiency-based approaches, and NYS World Language Standards.
  • Experience overseeing or coordinating world language programs, curriculum initiatives, or departmental leadership.
  • Strong communication, collaboration, and presentation skills.
  • Ability to travel within the region.

Preferred

  • Master’s degree in World Language Education, TESOL, Curriculum & Instruction, or related field.

  • Experience providing professional development or instructional coaching.

  • Familiarity with NYSED regulations for world language and bilingual programs (CR Part 154, World Language Requirements).

  • Proficiency in additional languages beyond Spanish.

  • Experience working with multilingual learners and diverse school communities.

Job Description
