Education Finance Analyst

Questar III BOCES announces a full-time (12-month schedule) vacancy for an Education Finance Analyst (Civil Service Title: Special Education Aid Assistance Service Technician) based out of our central office in Castleton, NY. This position is responsible for providing Special Education Aid support to client school districts and the BOCES. Position will serve as the frontline resource to client school districts and BOCES to answer basic questions and requests related to the STAC (System to Track and Account for Children) process; assist with the coordination and development of presentations, training sessions and meetings including, but not limited to scheduling and development of presentation materials utilizing spreadsheets, databases and presentation software related to the Special Education Aid Service; supports and maintains the Special Education Aid Assistance Service client contact database, special education list serve and prepares related reports as necessary.

Minimum Qualifications: Associates degree and one year of work experience working within data management systems and/or spreadsheet applications. Candidates with a high school diploma and three years of work experience working within data management systems also considered. Preferred candidates will have a working understanding of the Special Education STAC process and possess strong communication skills.

Estimated salary range: $40,000 - $55,000 (commensurate with experience).

Health Benefits Analyst

Questar IIII BOCES has a full time 12-month Health Benefits Analyst position available at our Central Office in Castleton NY. This is an entry level position within our Financial Services Department working for the GASB 75 team. The Health Benefits Analyst is responsible for reviewing, analyzing, and maintaining post-employment benefit (OPEB) census information as submitted by district clients, as well as creating full valuation and disclosure reports for approximately 200 districts. Direct contact and interaction with clients and the GASB 75 team is an integral part of this position. The position is also responsible for evaluating the accuracy and integrity of information generated for financial reporting. The position also requires performing other related duties as assigned. (civil service title-Budget Analyst)

Job Skills and Requirements:

  • Proficient with Microsoft Excel, Word, Outlook, and Adobe
  • Ability to remember and focus on minor details of a task or project
  • Effectively communicate and work collaboratively with team members
  • Capable of using judgement, rationalizing, and interpreting information

Job Responsibilities:

  • Analyzing census data, reviewing contracts, and submitting questions to clients
  • Assessing client responses for reasonableness and accuracy
  • Maintaining an interactive workflow, good communication, and flexibility
  • Prioritizing and switching tasks to meet multiple clients’ needs

Minimum Qualifications:

  1. Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in Public Administration, Accounting, Business Administration, or related field; OR,
  2. Graduation from a regionally accredited or New York State registered college or university with an Associate’s degree Public Administration, Accounting, Business Administration, or related field and two years of work experience in a position that has its main focus responsibility for organizing, preparing, and applying a municipal, agency, or corporate budget.
